Summary Profile:

Alameda County Transportation Commission (ACTC) was created in 2010 when the Alameda County Congestion Management Agency merged with the Alameda County Transportation Improvement Authority to streamline operations and eliminate redundancies.  ACTC is is a planning and programming entity that programs transportation funding, including funds approved by voters in Alameda County transportation expenditure plans for Measure BMeasure BB and the Vehicle Registration Fee.  ACTC produces the Comprehensive Investment Plan, which identifies anticipated transportation funding over a five-year horizon and strategically matches funding sources to targeted transportation investments.

ACTC also develops the long-range Countywide Transportation Plan (CTP), which (along with similar plans from the other eight Bay Area Counties) forms the "primary basis" for the RTP/SCS adopted by the Metropolitan Transportation Commission.  In turn, the CTP must consider the most recently adopted RTP/SCS to assure that the county transportation plans and the regional plan employ a common planning framework.  In addition, ACTC has adopted several modal plans, including countywide plans for Transit, Goods Movement Multimodal Arterials, Bicycles and Pedestrians. 

ACTC also updates the Congestion Management Program every two years.  ACTC also conducts special studies, maintains a Countywide Travel Demand Model to anticipate and forecast the potential impacts of local land development decisions on the major roadways in the county.

Program Highlights:
  • Goods Movement Collaborative and Plan--Alameda County is a goods movement hub for Northern California, with one third of its employment coming from goods movement dependent industries.  ACTC leads the Goods Movement Collaborative, which brings together partners, community members, and stakeholders who understand goods movement needs and priorities and advocate for strategies that address these needs.  The Goods Movement Plan, approved in February 2016, envisions a system that will be safe and efficient while providing seamless connections to domestic and international markets, create more jobs and promote innovation, and reduce environmental impacts.
  • Alameda County Hospital Discharge Transportation Service--Alameda County residents who have a health condition or disability and are unable to use public transportation, can take advantage of the Hospital Discharge Transportation Service and receive same-day door-to-door transportation upon being discharged from the hospital at no cost.  The service is available 7 days a week and can be scheduled anywhere from one hour to 24 hours in advance.  All vehicles are wheelchair accessible and drop riders off directly at home or to a nursing facility.
