ACA 4 (Aguiar-Curry) Local government financing: affordable housing and public infrastructure: voter approval
This measure would change the super-majority voter threshold needed for approval from 66 2/3 percent to 55 percent for three types measures to fund affordable housing and public infrastructure: (1) ad valorem taxes on real property exceeding 1percent of the full cast value; (2) special taxes; and (3) to incur bonded indebtedness that exceeds the income and revenue provided in that year. Additionally, all measures would have to meet specified accountability requirements).
CALCOG currently has policy that supports a 55% percent threshold only for special taxes that support transportation infrastructure projects. This bill would expand that threshold for any infrastructure, including affordable housing.
