AB 686 (Santiago) Housing discrimination: affirmatively further fair housing
Requires public agencies (broadly defined) to administer programs and activities relating to housing and community development in a manner to affirmatively further fair housing, and to not take any action that is inconsistent with this obligation. Failure to meet this standard would be a discriminatory act under the California Fair Employment and Housing Act. The bill would define the term “public agency” to mean any state or local agency, regional transportation agency, or council of governments. By imposing additional duties upon a local government, this bill would impose a state-mandated local program.
