CEQA Guidelines: SB 743

Status:Rulemaking Process Complete.

The California Natural Resources Agency finalizes SB 743 rulemaking. In December 2018, the California Natural Resources Agency certified and adopted the CEQA Guidelines update implementing Senate Bill 743 (§ 15064.3).   On January 3, 2019, the Office of Administrative Law approved the changes to the CEQA Guidelines adopted by the Secretary of the Natural Resources Agency in November of 2018, and those updates are now legally effective.  Implementation is required no later than July 1, 2020.



  • A reminder for transportation project planning and delivery, for roadway capacity projects, agencies maintain discretion to determine the appropriate measure of transportation impact consistent with CEQA and other applicable requirements.

  • CARB 2017 Scoping Plan-Identified VMT Reductions and Relationship to State Climate Goals.  Describes the relationship between those GHG emissions reductions goals and the level of per capita VMT and GHG emissions reduction anticipated in existing SCSs.  The analysis "may" provide non-binding technical information to use when evaluating an individual project’s transportation-related GHG impacts and whether they are consistent with statewide 2030 and 2050 GHG emissions reduction goals in response to Senate Bill 743.
