What Congress Could Learn from SCAG

If only Congress was more like the SCAG.  Their Regional Transportation Plan & Sustainable Communities Strategy has won broad praise,  But the plan's financial plan deserves particular look for its refreshingly honest look at the problems of the current funding system and assuming that the system is unsustainable and must change.
