A Mixed Message from Better Pavement

Ever see a motorist give a convenience store clerk three dollars and change to put a little gas in the tank?  Enough to get them down the road, but not far . . . That might be the context for the 2013 State of the Pavement Report finding that the highway system has improved from the addition 4500 new butter-smooth lane miles.
